This Bill includes “religious belief” in the incitement provisions under sections 61 and 131 of the Human Rights Act (a long overdue change, and a legislative gap that has left people without protection).
However, other groups that should be afforded protection from incitement to hatred continue to be excluded from the legislation, including women, people with disabilities and LGBTQIA+ people.
